Due to heavy uproar by opposition parties over issues including Pegasus espionage and agricultural laws, only 22 per cent of the work in the Lok Sabha and 28 per cent of the Rajya Sabha could be done in the monsoon session.
In the seven years of the Modi government, the most uproar happened in this session. Despite this, on an average, more than one bill is passed by the Rajya Sabha every day. The central government itself gave this information on Thursday.
However, 76 hours 26 minutes were wasted in the Rajya Sabha till August 11 due to adjournment and uproar. During the 231st session of Rajya Sabha in 2014, 4 hours 30 minutes were wasted. After this, maximum time per day was wasted in this session due to postponement and uproar.
Rajya Sabha proceedings lasted only 17 days but despite the highest obstruction since 2014, an average of 1.1 bills were passed in the House every day. During the monsoon session last year, an average of 2.5 bills were passed in the Rajya Sabha every day, the highest since 2014.
During this session 22 bills were passed by both the houses. The monsoon session started on July 19 and was to continue till August 13, but two days before the scheduled period, both the houses were adjourned sine die.
On the allegation of passing the bills without discussion, the government said that the UPA government had passed 18 bills, including the Andhra Pradesh Reorganization Bill, between 2006 and 2014. The UPA had passed 17 bills in 72 minutes, which is approximately one bill every four minutes.
